Okello Alfred is the leader of a camp of diminishing population in Lira, Northern Uganda. Many of the 40,000 residents of Agwang Camp for internally displaced have returned to their villages in the wake of the September, 2006 ceasfire between the Ugandan government and the Lord's resistance Army. The conflict with the LRA had forced as many as two million people into camps accross northern districts for as many as 20 years. The LRA and Ugandan government have  observed a ceasefire while engaged in peace talks to end the conflict. As a result many residents of camps for the internally displaced have been slowly returning to their villlages to begin again.  (Rick D'Elia)
